sh_enf_to_vel : Converts output from enfit to velocity file format

 Options:
-sumfile <Name> specifies name of input summary file from enfit
-outfile <Name> specifies name of input outfile file from enfit
(Either -sumfile or -outfile options must given)
-velfile <Name> specifies name of existing velocity file which is used to
get latitude and longitude of sites
-glistfile <Name> specifies name of existing glist output file which is
used to get latitude and longitude of sites
Either the -velfile or -glistfile must be given

-ext <ext> specifies the extension to add to the outfile name
For example -ext exp would generate a file named oulands.exp if
the input file was oulands.enf. The new files are created in the
                    current directory.
-opt <option> specifies the type of output:
For sumfile input the options are:
                       vel -- Velocity plot
                       exp -- Exponential amplitude plot
For outfile input the option is:
[ddd] -- where ddd is the number of days after the exponential start
for the output. This number of days must have been given in
enfit command file and should appear in the outfile
-col <column number> when more than two sets of parameters are estimated in enfit
the column to be extract can specified. For example: vel is column 7,
exp is column 9. Additional parameter estimates would be in columns
                    11,13 etc.
When velocities are extracted from an ensum file use -col 9

NOTE: Velocity file must have 2-blanks preceeding Longitude. Standard format for .vel files
extracted from globk output, but care should be used if velfile generated from P$ lines
      from glist
